Transportation Disadvantaged Service Plans
Tri-County Community Council, Inc. serves as the designated provider of coordinated services for the transportation disadvantaged in Holmes, Santa Rosa, Walton, and Washington County.
The Transportation Disadvantaged Service Plan (TDSP) is an annually updated tactical plan jointly developed by the Planning Agency (West Florida Regional Planning Council) and the Coordinator (Tri-County Community Council) which contains development, service, and quality assurance components. The Local Coordinating Board reviews and approves the TDSP and it is submitted to the Commission for the Transportation Disadvantaged for final action.

Application for Transportation Disadvantaged Eligibility
Tri-County Community Council, Inc. is responsible for verifying eligibility for the Transportation Disadvantaged Non-Sponsored program. To become eligible for this program, an application must be completed and submitted to a Tri-County Community Council office and the individual must meet at least one of the following criteria:
* Age 60 or older or 17 or younger
* Income level falls below current federal poverty guidelines of 150% (Proof of income is required)
* Have a disability
* Any other circumstance must be specified
